Are the runes becoming unbound?  That would be an interesting change.  If that&#039;s not what&#039;s happening, then I don&#039;t see how anything would change about availability - you&#039;d still get the runes while you were in Moria content, and you won&#039;t need them anymore once you reach Mirkwood, because you won&#039;t be able to use them for anything other than farming relics.  The improved legacies all but ensure that you&#039;re not going to want to stick with a weapon that has level 60 base damage ranges at level 65 when it will ALSO contain inferior, retired legacies.</description>
